TRAILER BRIDGE CEO EXPLAINS FUEL
SURCHARGE ADJUSTMENT

The consistent fuel price increases that Trailer Bridge has experienced in both its vessel and inland operations necessitate an adjustment in both our ocean and intermodal fuel surcharges. These increases are based on an analysis of the actual change in our fuel costs per gallon with the surcharges adjusted so that they reflect the same percentage change. This way we are still sharing in the higher costs as the surcharge isn’t covering the full amount as the increase as surcharges are supposed to. All of these surcharges are per load based on our 53’ containers and aren’t directly comparable to surcharges on smaller equipment moving less of your product. Whatever increased loadability you may be experiencing with our 53’s should be taken into account for an accurate comparison. Below your will find an explanation of how we arrived at the new surcharges, all of which will go into effect on June 1.

Ocean Fuel Surcharge:

Since 5/01/07, the price we pay for tug fuel has gone from $1.864 per gallon to $3.4202 per gallon, an increase of 83.5%. Our ocean fuel surcharge has gone from $395 per 53’ to $640 per 53’ over that same period, an increase of 62.0%. To adjust our current fuel surcharge to just be equivalent in changes from a year ago benchmark that was also a previous fuel surcharge notice date, you arrive at a surcharge of $725 per 53’, an increase of $85 compared to the present $640 per 53’. As you know, ocean fuel surcharges typically involve a lag between the time the carrier is paying more for fuel to the announcement and then the effective date of the surcharge. This lag effect had a particularly adverse effect on Trailer Bridge from mid-2007 on when consistent fuel price increases were the rule of the day. The ocean fuel surcharge changes over that period didn’t track with fuel price changes and this adjustment brings them back more in synch.

Intermodal Fuel Surcharge:

Since 2/05/08, the price we pay for truck fuel has gone from $3.150 per gallon to $4.075 per gallon, an increase of 29.4%. Our intermodal fuel surcharges vary by zone, and have tracked better with truck fuel price changes. It does not require the catch-up adjustment that is needed with the ocean fuel surcharge and is addressing fuel price increases the past couple of months. Applying that recent fuel price change to the surcharges in effect on 2/05/08 results in the new surcharges listed below by zone.

We hope this better explains the need for an adjustment to our fuel surcharge amounts, none of which reflect the full extent of the higher fuel prices we are paying.

BUNKER FUEL SURCHARGE ADJUSTMENT

Effective 06/01/08, current Bunker Fuel Surcharge will increase from $640 to $725 per container.
