PUERTO RICO SERVICE ANNOUNCEMENT

Bunker Fuel Surcharge - Effective September 21, 2008

Dear Valued Customer:

Horizon Lines has been closely monitoring the bunker fuel markets over the last month and is adjusting the Bunker Surcharge in accordance with recent trends.

For containers being loaded or discharged in Jacksonville, FL or Port
Everglades, FL a bunker surcharge of $650 per container will be in
effect starting September 21st, 2008.

For containers being loaded or discharged in Elizabeth, NJ a bunker
surcharge of $705 per container will be in effect starting September
21st, 2008.

For containers being loaded or discharged in Houston, TX a bunker
surcharge of $740 per container will be in effect starting September
21st, 2008.

We will continue to monitor fuel prices and will announce any changes to next month's Bunker Surcharges on Friday, October 10th.
